
The II Russian-Kyrgyz Educational Forum took place in Bishkek on September 23-24, 2025. It focused on the contribution of Russian and Kyrgyz universities to the development of the economies and societies of both countries, as well as practical cooperation with industrial partners, particularly within the framework of Russian-Kyrgyz consortia of technical, medical, and agricultural universities. The event brought together approximately 70 universities from both countries.
The opening ceremony of the Forum was attended by Edil BAISALOV, Deputy Chairpreson of the Cabinet of Ministers of the Kyrgyz Republic, Pavel SHEVTSOV, Deputy Head of Rossotrudnichestvo, Sergey VAKUNOV, Russian Ambassador to the Kyrgyz, Baktiyar OROZOV, Minister of Science, Higher Education, and Innovation of the Kyrgyz Republic, and Boobek AZHIKEEV, Minister of Emergency Situations of the Kyrgyz Republic.
In their welcoming speeches, the guests highlighted several key issues related to the development of science and education as a fundamental element of bilateral relations between the countries. An important aspect is also international cooperation in the training of medical personnel, engineering specialties, IT, and other areas.
The Forum's business program was opened with a panel discussion "Economic Needs and Universities' Opportunities: How Universities and Industrial Partners Can Work Together". Participants not only discussed contentious issues but also presented successful practices and projects.
OSMU delegation headed by Prof. Maria A. LIVZAN, MD, Dr. Sci. (in Medicine), OSMU Rector, Corresponding Member of the Russian Academy of Sciences, actively participated in the Forum. The discussion started with the results of the Russian-Kyrgyz Consortium of Medical Universities' work in 2024-2025, and then the Consortium's work plan for 2025-2026 was approved. The first day's work continued with roundtable discussions. During the roundtable discussion "Internationalization and Export of Medical Education in Russia and Kyrgyzstan," participants reviewed mechanisms for attracting international students, exchanging experience between universities of the two countries, and harmonizing educational programs. Particular attention was paid to developing joint scientific and educational projects and enhancing the competitiveness of Russian and Kyrgyz medical universities in the global market. The discussion included an exchange of best practices and the identification of key barriers to export activities.
Particular emphasis was placed on the successful experience of strategic partnership. For example, Omsk State Medical University and Osh State University have already launched network programs, and this collaboration is aimed not only at continuing joint educational programs but also at collaborating on research projects, including for the benefit of the real economy in Russia and Kyrgyzstan.
The II Russian-Kyrgyz Educational Forum confirmed OSMU status as a strategic partner for Kyrgyz universities, and the participation of OSMU Rector in the forum's working sessions demonstrated the university's comprehensive approach to developing international cooperation and its commitment to deep integration of education, science, and practical healthcare.
