Organization of Primary Healthcare for Patients with Overweight and Obesity

 
On June 4, OSMU hosted the Scientific Conference “Organization of primary health care for patients with overweight and obesity,” organized by the Russian Society for the Prevention of Noncommunicable Diseases, the National Medical Research Center for Therapy and Preventive Medicine, the Ministry of Healthcare of the Omsk Region, and Omsk State Medical University.
 
During the Conference, the leading specialists in overweight and obesity treatment considered topics dedicated to like patient-oriented approaches to treatment, helping patients with obesity and concomitant chronic non-communicable diseases, helping elderly patients, obesity medications, and development of therapeutic and preventive measures to reduce the burden of obesity and type 2 diabetes as a focus of national health and social policy development.
The plenary part of the Сonference was followed by a discussion with the participation of Prof. Maria A. LIVZAN, MD, PhD, OSMU Rector, Corresponding Member of RAS, Chief External Specialist in Internal Diseases of the Ministry of Health of Russia in the Siberian Federal District, Vice-President of the Gastroenterology Section the Russian Society for the Prevention of Noncommunicable diseases; Olga V. MIGUNOVA, Deputy Minister of Healthcare of the Omsk Region; Yuriy A. MARTYNOV, Head of the Department of Organization of Provision of Medical Care of the Ministry of Healthcare of the Omsk Region; Prof. Elena B. PAVLINOVA, MD, PhD, Head of the Department of Pediatrics (Advanced Level), including Postgraduate Training Courses; Prof. Denis V. TURCHANINOV, MD, PhD, Head of the Department of Hygiene and Nutrition; and Assoc. Prof. Inna V. DRUK, MD, PhD, Head of the Internal and Family Medicine, including Postgraduate Training Courses Department.
 
As noted by the participants in the discussion, increasing active working life expectancy, reducing the rate of growth of primary incidence of obesity and type 2 diabetes, and the proportion of citizens with obesity are important tasks that shape the agenda in the sphere of national health care and social policy in the Russian Federation. Obesity leads to a decrease in the quality and duration of life, the development of type 2 diabetes, cardiovascular diseases and reproductive dysfunction, is associated with losses in the economy due to early disability, reduced labor productivity, premature mortality, which has an extremely negative impact on public health indicators. One of the possibilities for reducing premature mortality and maintaining an active social lifestyle for people with obesity and comorbid conditions is the development of a set of therapeutic and preventive measures aimed at treating and preventing the spread of diseases. It is an integrated approach and targeted policy aimed at improving the system of providing medical care to patients with obesity that can become key factors in achieving the national goal of improving the health and well-being of people, increasing quality life expectancy, preventing the spread of a non-communicable pandemic like of diabetes. Thus, a program for the prevention and treatment of obesity is needed, special interdisciplinary centers for obesity treatment, set of measures to change the attitude of the population and doctors to the problem of obesity and the formation of an active position aimed at maintaining health.
 
After the plenary session, the Conference continued with symposiums "Management of patients with overweight and obesity without chronic non-communicable diseases in medical organizations providing primary health care" and "Management of patients with obesity and chronic non-communicable diseases by a general practitioner in medical organizations providing primary health care" focused on the formation of a system of motivating citizens to a healthy lifestyle, including healthy eating and kicking bad habits, preventive counseling, an individual program for maintaining a healthy lifestyle, regular medical check-up in a health center for adult patients with risk factors, understanding patient's risk factors for chronic non-communicable diseases, as well as various aspects of comorbidity of patients with obesity.
